Where there's Smoke there's FireA picturesque harbour that reflects the city at night, a blend of history, tourism, and industry; Charm City. Baltimore, Maryland.
With the government going after the new 'Smart Growth' plan, they hope to beat back urban sprawl and better the city as a whole. There certainly has been improvement, but the locals will tell you there's nothing 'charming' about Baltimore. Murders, gang wars, idiot tourists buying little plastic crabs...it was all bad enough. But Baltimore is about to go up in flames.
There are the students. The hardworking members of Baltimore college, Peabody Institute, and Maryland Institute College of Art. They have things easy, and only hear whispers of what is boiling beneath the surface. It doesn't take much for them to be sucked down over their heads. If they're not careful, they could drown before they know it. There are the reporters, the writers of the Baltimore Sun and all the competing, more minor newspapers. They know something big has happened -- or in the process of happening -- they just can't figure out what. They'll do anything to get all the juicy details. There are the gangsters, those who have seen too many friends and neighbors die in turf wars, who survive off of money from drug deals or succumb to the substances themselves. A temporary cease fire seems to have been called due to the intruders, but such rivalries will never die. There are the agents. Government officials, sons and daughters of legislatures, FBI agents straight out of D.C. itself. They're all swarming the city, though they look like normal citizens. The students and reporters may be in the dark, but the gangsters can spot them a mile away, and they know they're hunting for something. There are the mercenaries. Recently, a large group of them were organized into an air force. They called themselves the Angelic Flight, and worked for the highest bidder. Now, a misunderstanding with France has resulted in too many deaths. With the French calling for blood, the AF has temporarily disbanded, and several of its soldiers have sought refuge in Baltimore.
The mercenaries try to stay alive while being hunted by the agents, who simultaneously aren't exactly given a warm welcome by the local gangs. The reporters scramble to find the best story and the students just want to pass their finals. But with violence on the rise, friends being betrayed left and right, and the police under the influence of the visitors from the Capital, the typical drama of sex and drugs seems like the minor leagues.
